In this chapter, we learn that in the past, monsters were common among humankind, promiscuous, and found pleasure in misfortune. They had no way of escaping, so guanyin was sent to the east to search for a learned monk to enlighten mankind. He was to go to the west in search of Buddhist scriptures to subdue evil.
