In this chapter, we learn that the emperor's inner advisor, the scholar, is none other than the minister of war. He is the one who advised the emperor on the military situation at the battle of Jimingyi. The scholar is surprised to learn that this man is also the man who advised him on the internal affairs of the imperial court. He tells the scholar that his report has "flip-flopped" the court upside down, and that there is no need to punish the man for his actions. The minister, however, thinks highly of the scholar's training methods, and he suggests that the army should be led by a general who will train the soldiers while the commanders are responsible for leading the troops on the battlefield
