The sixth minister of the town doesn't want to see the imperial envoy, so they're going to move to the town ofchangganli, where a legendary king lives in seclusion. He's not a pirate, but he's still not welcome by the local people. They'll have to move somewhere else, though, because people are still planning to deal with him.
