The northern administrative court and northern security agency are located next to each other in the northern city. This is the place where the commander wants to see him. He wants to know why he has decided to promote him, and he asks if there is a blonde, blue-eyed foreigner there. He thinks that the foreigner looks like someone inexperienced. He wonders why the foreigner is so shocked when he sees him. The foreigner is wearing an embroidered uniform, and the narrator says that when he becomes an official like him, he will invite him to a banquet.
