The next morning, the Governess is worried about her son's health. He won't sleep, she tells him, and she's worried that he'll grow up into a spoiled brat. The Governess tells him that she'll take him for a walk in the garden and tidy up his room as she pleases. She also tells him about a secret report that the palace has received regarding the tax collection. The Director of the Secret Service says that the royal highness has been spying on him. The Secret Service's job is to spy on the people, and the Director says he's the one who's been sending the secret message.
