In this chapter, the heavenly emperor and the sea god discuss the possibility of creating a new race of gods. The sea god is concerned about the fact that the god of douluo holds half the votes. The two men agree that it would be a good idea to let twelve gods manage the god realm. The heavenly emperor explains that they need to create a big bang, which will cause a hole in the black hole. If they fail, they will face an "unbearable consequence" .
