He says that if they wait until the judgment is handed down, they'll have to demand that simon pay for his own life. The mayor says that he can still appeal the judgment even if it's handed down. He tells the mayor that he just happened to have evidence of him accepting bribes and that he will stay in jail longer than his brother. He's going to take his leave then.
