In this chapter, we are introduced to the new Governor of Marsolaum, a man named Octavius. Octavius is the most powerful man in the galaxy, and he is the only one who has been able to defeat the "most powerful warrior" in the universe, the Terminator. He is also the only man who is able to destroy the current meta-tron, which has allowed Octavius to become governor. He tells Octavius that he is going to analyze the metatron's genetic material to see if there is any way to create a new metatron. He says that he will remain governor as long as there is a metatron, and that Octavius will be able to do so for the rest of his life
