In this chapter, we are introduced to a new character named Xiuming. He is the president of a city in the middle of a civil war. He explains that the government has ordered General Cao to retreat from his home city because he is considered the god of war. The government has also ordered the army to drop 1600 hydrogen bombs on the entire world in order to bring the victory to the city. The man explains that he is not the person who wants to destroy the world, but the man who stopped the scorpions from attacking the city and bringing it to the brink of destruction. He tells us that he was a student at a university when he won the top prize in the United States for his research into alien life. After the death of his girlfriend, he became obsessed with illegal aliens and began to research them. He then decided to launch a plan to destroy all life on the planet. He only took three months to accomplish this. The city has also taken in over 500 million refugees from all over the world. This year, the city has doubled in population.
