The government eventually gives in to the scorpions and withdraws from some cities. The citizens are the ones who get the best treatment, since they are the only ones who can survive the attack. The narrator tells us that the government would have protected the citizens as long as they were civilians, but the scorpion swarms blocked all major traffic routes and they even blocked all the mountains. He says that if it weren't for the police, the monster would have eaten his parents alive. He tells the brat to shut her mouth and not to cry. He also tells her that if she hadn't had the policemen, she would have been dead. He then goes on to say that the wall they built was a defense against the swarms. Young men collect food and women, children, and the weak build fortifications to protect themselves. When people die, the scorpion men become vicious, so it was a good way to defend them.
