In this chapter, Tommo explains that he has made two wishes: first, to see the strength of man; and second, to be able to grant wishes to those who can complete the journey to the top of the cloud mountain. He wants to see man's strength, but he also wants to grant power to anyone who has the potential to do so. He asks Tommo if he can do both of these things at once, and he promises to do both.
