In this chapter, the Underground Man explains how he came to think of the government as "the fucking government" . He explains that the word "pansy" comes from the French word for "thought" , and that this is not a black flower, but rather a "black flower" that has been seeded from someone else's garden. The Underground Man says that he is terrified to return to his homeland, where the government mismanages everything. He says that the only research he has done so far has been conducted by a madman who lived in a "cabin lab" in the "fucking" and before the Arctic Circle. The only thing he knows about the Arctic is that there are "bombs" that can only disperse "viable seed," or however you want to put it, "or however the hell" they propagate. He thinks that the plants in this garden are the "channels" through which livestock have been driven into the space above them. He imagines that if the government were to destroy the city of New York, millions of people would panic and destroy the place. He predicts that the trick will be to "lessen the firearms around" and to "let the livestock in" so that "less of the waving firearms around / / / was the trick."
