In this chapter, we learn that Hiroshi has been stripped of his title and his demotion. He is now a member of the "high-ranking officials" who have been ordered to return to the "lesser bud hells" . Hiroshi tells us that he used to work next door to a military officer named Aroku, who is the commander of these hells. Aroku was born in hell with those from the lower levels of hell. Even if he says that he is from the lesser level of hell, he was born strong. He determines what sort of hell he is born in, based on his power, rank, and bloodline. He also says that there are so many people in the government who are going to be able to understand his sudden return that he thinks it might be rushed.
