The monk explains that he's been told that a bunch of snakes are in the mansion. He warns the snakes to stay away from the main hall, because the chi-dragon curse is in full effect. The monk also explains that the time between 3 and 7 p.m. is called the "chi-dragon time" because it's the time when water is supposed to come out of the dragon's mouth.
