The next morning, the lieutenant tells the passengers that they should be wary of pickpockets. He reminds them that the city has been declared a new "bilibid prison" . The lieutenant tells them that he has caught the killer and cleared his name, but he still hangs around the city. The news networks have shown a video of a group of bombers. The bombers saw the eyes and aura of chaos surrounding them, and the mayor is using them to do his bidding. He knows that the battle will never end, and he is using the bombers in order to do so. He tells the lieutenant that Teta Elzbieta has gone to the "tribe of the wind" to convince them that they owe her a favor. She has brought chocolates for them, but they are not enough to convince the tribe to support her. She tells him that she will take care of her minion if need be. She says that she was inside the city when the riots started. Children were disappearing, and one of them was teresa, her godchild. He promised the parents that he would find them even if it meant just finding their bodies. He says that the country deserves better, and yet he is not willing to die for it. The prisoners are running out of the city gates. The general has gone into prison to try to stop the riots. He has also learned from his brother that the town has been mapped out along the "path of the dragon."
