Dr. Bledsoe and the rest of the gang are safe inside the airship, but they're worried about the wind and the rain. They don't want to get caught in the storm, so they decide to rest and see how everything's going. They're not sure if they'll be able to make it through the storm. Dr. Norton wonders why they'd want to run away, since the treaty they signed with the old king was so good. The eighteen remaining lords of the old treaty were foolish, he says, but the treaty was upheld by the new warlords. The war was an act of sabotage by the retreating army, he explains. He says they need to build a new structure in order to re-establish control over the airship.
