It's decided that the Ministry of Justice and the Police-Supervision Bureau should use code word conversion to hide the book. The minister thinks it's a reasonable thing to do, since only magic can send objects to places that nobody knows about. He wonders if the ancient witches thought that if they could somehow undo the curse on the book, they would be able to destroy it. But the minister doesn't think that's the case. He feels that someone among the old witches wanted the book for themselves, and they used the code word to deceive the other witches. The last person to know of this code word has already died, so the problem isn't that important anymore. The problem is that after the civil war ended, the people didn't believe that they'd ever see an enchantress again. They burned the books anyway, so they thought that the enchantresses would never be seen again. How could a cursed book guarantee that nobody would know about it? The minister asks the group to help him collect information on the old witch leaders, particularly the ones who hid the book's code word. He wants to know more about the ancient witch leaders so that he can figure out a way to destroy the book
