In this chapter, we learn that Salem has been trying to sabotage the mission of Nosfer Artie's men. Since they brought him to the city, he's been apologizing to anyone who's asked him to do so. He's the last one who attacked the pirates, and he was the one who got to Goya's Lake. He tells us that since Gaap took over, everything has changed. The pirates are no longer allowed to fish in the lake, and they've been eaten and cast off. They're also left with nothing else to do, so they're waiting for something to fall onto the surface. He asks if he wants to drag "idiots like you around" , but at least the pirates were allowed to do what they wanted. He then asks if Salem is the leader of the "new misfits" . He says that they just wanted to keep going across the lake because they didn't want to be seen. He also says that he doesn't understand how Gaap makes them push all the rocks, and that he can't figure out why he makes them do it. He adds that he blew it off both fronts, despite what other people say, because ignorance is bliss, and ignorance is a burden. He begs Salem to take him on now, and says that the surface of the lake is where the "beast" is taking them.
