In this chapter, we learn that the lord of stars has submitted a 300-page report on the evaluation of the earth. He tells us that although the stars are thousands of years ahead of the rest of the galaxy in their technology, they still have a "mystery power" that can deal "long-range damage" with "bare hands" . He also explains that the residents of a nearby planet have developed a "martial arts" robot that can leap over walls and jump onto roofs. He explains that although he doesn't understand why the residents are doing this, it is hard for the stars to win. He then explains that they have developed an "emotional bond" between two people, which they call "feelings." He says that he still needs to study this more closely.
