In this chapter, the Underground Man explains how he plans to get away from the battlefield. He's got a plan: he's going to use "genetic weapons" to get out of the way of the enemy's attack. First, he has to figure out how to get the heck out of Dodge. He has to find a way to get into Dodge, because Dodge has no way of getting out. He also has to make sure Dodge doesn't get shot at. The Underground Man has a plan B: he can use metalstorms to slow the pursuit of Dodge's troops. He knows Dodge is going to try to kill one of his soldiers, but he knows that's not going to happen. The only way to keep Dodge alive is to use some kind of "hellfire missiles" to break through the outer wall of Dodge and get away.
