This chapter opens with a message from the Russian ambassador to the U.S., Alexander Litvinenko, to the leader of the Goryokkus, Roger Martirosyan. The ambassador tells Roger that if he does not return the stolen item from the Russians, the war will be over for him. He tells him to prepare for the invasion of the city by the Japanese. He also tells him that the Japanese have landed on the shores of Yunokawa and are heading west along route 83. He says that the Russian and American forces are closing in on the city, and that they are ready to engage the Japanese forces if they engage them. He then tells the captain of the ship to take out the Russian Air Force and destroy their targets.
