The commander of the new Baltic fleet tells his men that the fleet is traveling north along the pacific, not through the Japanese sea, but along the Pacific. The self defense forces of Japan are also present. The commander says that the human torpedoes on the Baltic ships are very short range, and that they'll let their sub marines take care of the tenryu submarine. He also says that he's sure that the prime minister of Japan will just wait for the fleet to come to him, and then he'll leave the fleet commander to do whatever he wants with the fleet command.
