The generals are in the midst of a meeting, and the head of the security department is trying to get in, but the general refuses to let him in. He tells the general that he has requested the help of Doctor Steyn many times before, but has never been able to get him to agree. The general tells the doctor that he is here to ask about Lieutenant tian jian, a military secret, and that he sent him on a secret mission to the city of gajarin to spy on the people there.
