About This Chapter
The chapter opens with a description of the situation at the county's civil detention center. It's the second day of the standoff, and the bank is still refusing to release the money that Celia has already deposited. Celia tries to convince the bank to give back the building, but the bank refuses to do so. She tells the bank that she wants to keep the facility until the government lets her parents immigrate to the U.S. She also tells them that they can use the detention center as a way to gain access to power lines and other infrastructure, and to bring back water from the river. Celia is worried that the government is going to ask her about the prison, but she doesn't need any help from the bank.
