The narrator tells us that it's been thirty years since the first humans were affected by the "mysterious disease / cagaster" . He compares the disease to eating a bug, and says that the only way to cure it is to kill the bug. The narrator says that he's going to have to clean up the little scraps of meat that have been left over from the cannibals. He says that they're not allowed to kill a bug. They're only allowed to do it with members of the "eastern coalition army" and "exterminators" , and that's just how it is. He's not interested in "little girls," he says, and he doesn't care about "little girl" anymore.
