Tsubaki is in his room, and he's worried about what's going to happen to his job now that Yuuya's gone. He tells himself that he'll have his hands full with what he has to do now, and that even with Yuuya gone, the drugs squad will still have a chance. He's not happy about that, though, because he thinks Yuuya is making fun of him for being a drug squad leader. He says that if he were locked up, he wouldn't be able to mutter like Yuuya, so he'd have to flail and flail like a madman to get away. He wants to be left alone, but he can't stand the thought of being locked up.
