In this chapter, we learn that the ufo's presence in Washington, D. C. has made it impossible for the gang to find Dr. Nemo, and that the gang has been unable to find the "cosmicman" . The gang is still fighting the "villains" in the neighborhood, and the only thing that keeps them going is the "hot dog" that they bought from Mr. Roberts.
