In this short scene, we learn that Dr. Dr. cynical is an intelligent scientist who has invented a new kind of robot that will "stun the entire world" . He's been working on this robot for a while now, but the guards keep getting in his way. The guards have destroyed all of his research and inventions, and now he's renting an apartment in a cheap part of town. He tells the guards that he needs to pay his rent today, or else he'll destroy his robot. The guardy girls are all, "dude, you need to pay your rent today or else we're going to destroy your robot" , and the doctor says, "I don't care if you're rich or poor, I'm the only one who can afford to pay my rent." The guards are like, "you're nuts, dude." The doctor tells them to stop hanging around the kid who stole his new car, and he threatens to cut him a check for the rent if the kid doesn't come up with the money to pay the rent. The kid's like, hey, I got a payment app for my rent, and I need to use it to pay it. The doctor is like, you know what? The kid needs to find a job, make some money, and pay back his rent.
