This chapter opens with a conversation between a young woman and a middle-aged man. The young woman is working on a new uniform for her superiors, and the middle- aged man is upset because he has lost all of his inspiration because the other men are too loud. He asks the young woman if she has ever heard of any restriction on visitors' freedom. The woman replies that she has never heard of such restriction, and that even if a leader from another department came to visit, she would not be allowed to go. He tells her that he is a department head and that his superiors are still division heads. He says that he has not distributed his new uniform yet and that if he does, he will not blame his eyesight for the poor quality of the clothes. He orders the two women to let go of the young lady.
