The narrator introduces us to the head of the Special Investigations Unit. He tells us that he's here to check on a guy named liu who's just graduated from college and has been looking for a job. He's not a con man, he tells us, because his files and accounts are all with the special investigation unit. The guy's been waiting in the cafeteria all day for his luggage to be brought to him. The food is awful, and the guy is so sick that he can't eat anything.
