The engineer explains that he's used the best parts of the building to make an alarm system, but the intruders are just "toys" for the prince. The prince was just shopping with the piper and the attendants, and the engineer didn't notice that they were following him. He still has to give the bus a "test drive," but he won't give it to the intruders as long as they follow the rules.
