In this chapter, we learn that the Emperor's wife has prepared a cure for the plague afflicting the city of Qingzhou. The Emperor, however, does not approve of this plan. He tells the Emperor that he can do whatever he wants with the help of the "divine spirit" . He also says that the "great immortal" will be bored staying at the palace and that he has asked the Emperor to accompany him on a trip to some amusement parks. This is the first time the Emperor has heard of this kind of thing. He says that it must have happened in the "burning dial incident" , which means that the burning of the dial was the most important event in the history of China. He adds that the world is still divided into many kingdoms and that the true ruler must be the new king's first child. The new king chose a fairy to marry him. He did not want his own child to be a blessing from the gods, nor did he want his subjects to be tortured by demons. He announced to the people that he would not rely on the divine mandate to govern the country. However, after that, the people had been infested with plagues and the country had no peace.
