The next morning, the Minister of Water Resources gives a report on the recent flood in the city of Shuzhou. He says that the imperial teacher has been away from the court for several days, but that there is still a lot of work to be done. The Minister says that in the past, the teacher never allowed the regents to interfere in his work. He also says that he will take advantage of the teacher's illness and put him in charge of the flood control. The other side of the river, he says, is paying attention to the three strategies of managing the river. He tells the minister that the lao River used to flow through the middle reaches of the continent, but when the river flowed downstream, it mixed with mud and sand, causing the river's speed to slow down. Now, the river is a "hanging river" . The minister says that if the rainstorm hits, he will leave the control of the water to his beloved subject, the minister.
