Woodard, one of the German agents, is on the roof of the embassy, looking for a target. He sees Oswald, who he believes to be one of his men. He tells Oswald that he has a shot at Oswald, but that it will be harder to capture him if he is dead. Oswald says that he will try to talk Oswald into coming to the embassy with them. He then tells Woodard to go after Oswald.
