Inside the grotto, the vice-governess asks the chief clerk if they should leave immediately. The chief clerk tells him that they should capture and kill the manager of the hospital, who he says has violated the law and exploited others. He also tells them that there was a witness who testified that the captain had co-signed with the shenong sect and that the purpose of the conspiracy was to further the conflict between the head constable and the vice magistrate. He asks the magistrate what the punishment should be for the crime.
