The narrator tells us that his uncle teases his niece all night. He teases her because she's sleeping and because he's jealous of her brother and sister-in-law. The narrator says that his brother is a year older than him and that they used to play together a lot. But as they got older, their playing time got shorter and shorter, and the time they spent together got less and less. So, the narrator says, he was surprised when his sister chose him because he was so happy, but she chose her brother because he talked about his mom and his dad. This is the first time the narrator has seen his brother tease his niece. He's not surprised, he says, because he and his brother have been teasing each other for a long time. He says that when he was younger, his brother used to be the student council president, but now that they're older, he can barely keep up with his sister's attentions. The uncle says that he was wrong when he chose his sister because he also chose his brother, and that he gave up on his brother one time when he started talking about his dad and his mom.
