The ship's commander tells us that the storm has been raging for a week now, and that they've lost three-quarters of their troops. They've had to tell the infected people that they can't come with them, and they're screaming "injustice" . The situation is getting worse, and the commander has to resort to force to get them out of the storm. He says that he's going to need to invent a new society from scratch, and he wonders where they are. He's got a medical kit with him, but the pirates didn't leave it on board the ship. He thinks it's just a dream, and wonders if they'll be able to find a way to make a better society out of it. He wonders if it'll help them create a better life than the one they left behind. The captain tells him to get going, because the place looks like a giant abandoned prison. He can feel the breeze and the breeze is insane. He tells the rest of them to stay back, because there's really people living there. He also tells them to lock themselves up until he'd interrogated Sioz. Sioz wants to meet vigas first, but he doesn't want to meet anyone else. He wants to know where he can find a place to live.
