In this chapter, we're introduced to a new group of guards, or "safe guards" as they're called. They're supposed to protect the lower strata from the "silicon life" that's trying to steal their genetic material. The guards aren't enemies to humans, they just want to make sure that no one gets too close to the net. So they set up a temporary access point in the upper part of the structure, where people can go to the lower parts of the building and use the net as a way to get their stuff back.
