In this chapter, we get a brief description of the structure of Toha's heavy industries. We learn that the administration and the safeguards can't do anything about it, and that it's a special structure where no one can do anything. We also learn that they're using a device called a "bio-electric" device, which is a kind of electric shock device, to try and get into the heavy industries, but they've had to seal it off with some kind of heavy machinery. This is a big problem, because it means that they have to figure out a new way to get in.
