In other words, he's the 10th generation of a family that has ruled the kingdom for generations. So, he says, he doesn't need to become a fisherman anymore. He's now the ruler of the six qi kingdoms and the world. He built the Great Wall of the nine qi kingdoms to protect the qi community.
