In the underground of the city of piano city, a young man named Eno speaks with his friend, a musician named Jesse. Eno tells Jesse that he has been unable to eat for two days because of the government's ban on music. He says that he is wearing a necklace made of music that reminds him of the "dark times" when music was illegal in the city. He tells Eno that he must return to his little brother, Tommy, who has been taken prisoner by the government. Eno explains that the government confiscates money from the people of the underground because they are rebelling against the piano city government. He adds that the wealthy on the outside do not care about the people on the inside, because they do not want to be associated with the rebellion. Eno says that if the government were not taxing the people, they would be left alone. He then tells his friend that he could use his "instinct" to help him.
