It's late in the city, and we're still not sure what's going on. We're told that the rain has washed away all the traces of the crime scene, and now that it's dry, they're going to take a look at the stream, which they call the "flow," and see if there's anyone trying to infiltrate the city. We learn that the rulers are losing the ability to process all the information in the world in one place, and this is why they've been trying to find out who's responsible for the murders of the priests. They're worried that they'll lose this ability before the ship sinks.
