The chapter opens with a soliloquy by the narrator, who says that he's torn between "heaven and hell" . He's tired of getting "kicked in the balls" , and he feels like he has to find a way to motivate the men in the military to do their duty. The narrator tells us that the new chief owes him one of the weirdest business meetings he has ever been to. He tells the new boss that the sex robot business continues to decline, and that the guy is completely broke. The new boss tells the narrator that he needs to know the score of his debt, and the narrator tells him that his name is "14 million in debt," and that he blew his last twenty "it happened again" before he even did anything. This time, he says, they're going to save the company, and they'll put on their new uniforms and start moving again. They'll do it in sixty seconds, and it'll be free shipping. He says he'll make the police systems use the tracking bracelets that his mailmen wear to identify suspects, so they don't need to do anything illegal. He also says that they've found "the secret sauce," and they can all keep their jobs.
