The next morning, the gang is in the prison, and the mayor tells them to calm down. He's got a new plan: he's going to find the prison and kill the mayor and his kids. The mayor tells the gang that they'll have to wait until they see the black eyes of the people inside the prison before they can attack the city. The gang says they're going to use the "beast's" own energy against the city, and that's exactly what they've done. They'll kill all of the mayor's kids, the mayor says, and then he'll pay for it. He says he missed his "righteous smugness" and his "absolute conviction" that he stands for the "people." The mayor says that the people are just not interested in what he says or does. They don't even care what he does, he says, because "money and power" are all that matters. He adds that he knows that the mayor is guilty of a crime, but he says that if he doesn't admit it now, he might as well be a zombie half-zombie, guilty on all counts. He thanks the mayor personally for what he has done, and says that he hopes more people have the courage to stand up for what they believe in.
