The seafood section of the Underground Man's shop is in a panic about not being able to buy enough fresh fish. The Underground Man tries to convince the shopkeeper to buy some fresh fish, but the shopkeeper refuses, saying that he's buying all of the fresh fish in the shop. The two men argue about whether or not they should send a message to the rest of the world, and the shopkeeper finally agrees that they should.
