He compares the city to a "bawdy world" in which "regular urban functions are paralyzed" and the sun never sets. He then describes a man who attacked two employees and a club owner in the name of "Melter" . The man has been placed on the "wanted list" for his crimes, and he is known as a "heinous criminal" with a long criminal record.
