In this chapter, we're introduced to a new character, who's not really a character at all. He's just a random guy who happens to be in the middle of a conversation with a guy named "Lightning" . Lightning is the guy who runs the city's "operations administrator" , and he's the one who decides who gets to go to the big fireworks display. He tells the guys that they're all "enthralled" by the "pissing contest" that's going on between the ceo and the mayor of the city. He also tells them that they can use a new angle to deal with the problem, since they know that the enemy is planning to attack them. The ceo is all, "Gee, I don't know what to do, but I'm going to do whatever I can to stop this guy from attacking us." The guy says he'll pretend he doesn't notice that "Naoko 1" is from "Osaka Corp." He says that he'd appreciate it if the guys didn't try to kill him, but that he can't remember what happened to him when he bit goto .
