The line is a reference to the fact that the king has the power to change the world, and that he can do so at any time he wants. In this case, the king can do anything he wants, and it's up to the hero to stop him. The hero can't stop the king, because he's the king's servant, and he can only do what the king commands him to do. So, the hero has to wait for the king to tell him what to do, and then he can attack the king. The king, of course, orders the king not to attack the hero, because the king is his servant. But the king doesn't have the authority to do anything about it, and the hero can do nothing about it. So the hero and the king have to fight each other.
