In this short scene, we are introduced to a new character, the "bitchhik" . He is a man who is fond of sucking up to women in public places. We learn that he is a member of the Ku Klux Klan, and he is known for his extreme devotion to his master, the late Dr. Manette. We are also introduced to the man's wife, who is also known as "the li pant" , and we are told that she is pregnant.
