He's so sorry that he can't sleep because he's "so sorry" that he'll have to get a tissue to cover the tattoo. The narrator and the puppy have been drinking all night. The puppy is so drunk that he thinks the narrator is thinking about what he did with him the other day. He tells the puppy that he was the one who kissed him the first time they met, and he was so happy that he didn't even have to do anything lewd with him.
